<p>You can find this cube by the JR Shinjuku west exit between the Keio mall and the Odakyu mall.</p>

That is actually a pillar I turned upside-down. So no, they are not stairs but they do look better as stairs. You never go wrong with train stations near Shinjuku then fancify everything like modern art.
